Cooperation of The Confederation of Icelandic Employers (SA) and the Trade Union Organisation of unskilled labour in Reykjavík area (Flóabandalagið). In the general agreement between the social partners (april 2000) a special educational fund for the unions of unskilled labour within the private sector was established - Starfsafl - vocational training program.

The main aim of Starfsafl is to encourage employers and workers to vocational training, to support development-projects, innovation-projects and other educational projects for unskilled and semiskilled workers.

Main tasks are:

• Initiative to developmental projects in vocational and livelong learning
• QM of adult education
• Study of the need for vocational training of the unskilled
• Discourse within governemental representatives on adult education

Support:

• innovation and revision of teaching material for adults
• innovation in new teaching methology
• courses in adults learning
• individuals and firms in vocational training
